The purpose of this study are analyzed the characteristics of area based catastrophic flooding, flood hazard, and flood risk and formulate mitigation policy and direction of flood disaster. The type of research is combined or mixed method. This study using quantitative Method used in determining volcano hazard, the level of vulnerability of the community, volcano risk and the use of qualitative Method used in determining the direction and mitigation policies towards mitigation of flood disaster. Findings research shows two characteristics area are good area that didn’t hazard of flood covering 4872 ha and bad area that cause the flood covering 30403 ha, with three levels of flood hazard are high flood hazard covering 3145 ha, medium flood hazard covering 1726 ha, and low flood hazard covering 30403 ha and three levels of flood risk are flood risk high covering 4872 ha, flood risk medium covering 6395 ha, and flood risk low covering 24008 ha. The method being used was a descriptive qualitative method. The result found that traditional people of Sasak Tribe had their own uniqueness, for example: 1) Custom Home of Sasak Tribe. The Custom Home was made of wood and had bamboo wicker wall and rumbia leaf roof. The floor was constructed from a mixture of soil, chaff ash and tree sap, smeared and polished with buffalo dung. 2) Handycraft. Women of Sasak Tribe are very skilfull in weaving. It had been taught since they were kids. A Sasak woman was not allowed to marry if she was not yet able to weave. Children aged 9 to 10 years were proficient in weaving. 3) Marriage system of Sasak Tribe. This research was descriptive qualitative. The Subjects of this research were principals, teachers, and students. Data collection techniques used interview techniques, questionnaires, observation, and documentation. The result of this research shows that 1) the implementation DPS in SMPN 2 Rao Utara was done through three activities that were organizing, interpretation, and application. DPS organizing was a cooperation with various parties, making contingency plan of documents, and loading disaster mitigation material on the curriculum. The DPS interpretation was to draw up guidelines for the contingency plan of documents, the loading of disaster mitigation, and the vision of the school mission, and to provide supporting infrastructure. 2) DPS supporting factors in cooperation with the institution, have supporting tools, assistance from BPBD, while the factors inhibiting student turnover of new teachings, many school activities, less funding simulation activities, and less communication with the institution. This descriptive qualitative research design used observation, interview, and documentation for collecting the data. Two types of data were collected, namely primary and secondary data. The result of ISM analysis on the data found that the geology of Sembalun area is the remains of an old volcano which has gone through destruction process with today’s remains’ characteristics of rough, rocky and steep ground surface and 550-2250 masl height. The geomorphology of Sembalun is classified into three units, namely morphology of steep volcano, morphology of sloping volcanic hills, and morphology of denudational plains. Sloping volcanic hills stretch from the northwestern to the southwestern areas and some in the southeastern area as a part of protected forest and national park of Mount Rinjani. The slope is between 30-70 degrees and arranged by volcanic rocks. Efforts to reduce the losses incurred by the policy directed the development of disaster-based residential areas based. The purpose of determining the direction of the policy of settlement development in the area of flood hazard in Limapuluh Kota District. To determine policy direction using AHP approach by involving 25 experts from related institutions. To determine the sustainability of development using the MDS approach. The result of policy analysis of the development of settlement area in the flood hazard area shows that there are three alternatives, namely a) disaster education; b) increased socialization in the flood hazard zone, and c) disaster-based space planning. In addition, the analysis of the sustainability of the development of residential areas shows that the institutional and legal dimensions are still low. This study was a program evaluation research which employed Kirkpatrick’s evaluation model (Reaction, Learning, Behavior, Result) and descriptive qualitative approach. Instruments of data collection were interview guideline, observation guideline, document review, and questionnaire. The data was analysis by using Miles and Huberman’s model which consisted of data display, data reduction, and conclusion drawing/verification. The result of this research showed that the reaction of Government Tourism Office and local community in East Lombok Regency towards Halal Tourism program was at moderate category (75.46%); community’s reaction towards the learning and carrying capacity of Halal tourism program was at moderate category (75.17 %); community’s knowledge of Halal Tourism scored 82.93 %; management system, both operational and administrative, scored 70.62 %; and Community’s reaction towards the aspects of Halal Tourism program scored 79.03%. The effectiveness of Halal Tourism program according to community’s reaction towards facility aspects scored 65.52 or was at moderate category. One of the way to achieve sustainable urban development is to apply one of the attributes of green city namely green open space (GOS). The purpose of the research are to analyze the types of land use in the years of 2010 and 2017, to analysis land use changes from 2010 to 2017, predicting land use change, analyzing the adequacy of GOS by area acreage and population number, and to determine the direction of GOS development in the Jember City.The research was conducted in the Capital of Jember Regency, namely Jember City with the total area of 9,900 ha. Methods of data analysis are the spatial analysis, analysis of population growth with quadratic growth model, Cellular Automata-Markov, and synthesis of green open space (GOS) development direction based on potential land and the value of the land. The results showed that there are ten types of land use in the Jember City, those are forest, mixed gardens, dryland agriculture, open land, cemetery, plantation, settlements and buildings, paddy fields, shrubs and grasses, and river. A relatively large land use changed in the period of 2010-2017 were dryland agriculture and paddy fields into settlements and buildings. The results of land use prediction with Cellular Automata-Markov described the trend of land use change becomes settlements (buildings) and plantations. The adequacy of public GOS by area as well as population still lacking whereas the adequacy of private GOS has been exceeded. The GOS acreage based on number of population is lower than those GOS based on an area. The GOS development planning is required to fulfill the needs. The consideration used to draw up the directives is the existing land use, regional spatial plan (RTRW), prediction of land use in the year of 2024, distribution of GOS, and land values. Development plans of GOS consist of two stages namely stage 1 and stage 2 with three priorities, namely priority 1, priority 2, and priority 3 with the total area 1,052 ha and funding require approximately two trillion rupiahs. This study used a descriptive analysis method. This study was focus on 1) Describing the land characteristics in supporting the development of Benang Kelambu Waterfall tourism destination. 2) Describing the concept of land use related to supporting factors of Benang Kelambu Waterfall Halal Tourism Destination. The land characteristics include the topography, region, soil type and climate. In this research, factors in developing concept of tourism were tourism potential, tourist attraction, tourism land resources, accessibility, facility and infrastructure, and land use management. In case has done investigation character of geomorphological landscape of Mount Talang and mapping of landslide hazard potential. In this research has used some method, the first field observation and sampling for geomorphology character study were conducted. Second the mapping landslide hazard used method the MAFF Japan where integrating physical field data and spatial data using geographic information system. The results of this study where found some volcanic morphology, volcanic cones, upper slopes, middle slope, lower slopes, foot slope, and volcanic plain. The landslide hazard, where involving sources of observation and sampling for the study of geomorphological characters. From the research has found the landslide hazard in four zone, zone (I) land stable and low hazard potential large 9 ha, zone (II) land enough stable and middle hazard potential large 12.295 ha, zone (III) land less stable and high hazard potential large 1.118 ha, and Zone (IV) land unstable and highest hazard potential 0.1 ha.
