The needs of data completeness of the observation data for the uses of advanced analysis becomes important to be solved. Conventional method such as mean and mode imputation, deletion, and other methods are not good enough to handle missing values as those method can caused bias to the data. Estimation or imputation to the missing data with the values produced by some procedures or algorithms can be the best possible solution to minimized the bias effect of the conventional method of the data. So that at last, the data will be completed and ready to use for another step of analysis or data mining. In this paper, we will explain and describe several previous studies about missing values handling methods or approach on time series data. This paper also discuss some plausible option of methods to estimate missing values to be used by other researchers in this field of study. A more direct relation is attempted in this study by introducing an alternative conceptual model of IT value, which is driven by information and services. The model is proposed based on conceptual approach by determining the function of information and system that arise together in generating the value of organization from literature resources. The resulting model shows the relationship between three domains of IT value component; information, services and value, along with its operationalized components. For an ERP implementation to be effective in and financially efficient, required ERP modules should be identified in accordance with business processes that are carried out and validated according to the real needs of fashion SMEs. The validation processes are crucial to perform so as to avoid building an information system unsuitable with the company needs and to save resources that otherwise would be spent to fix any faults discovered in further stages in the planning and implementation processes of an ERP. The purpose of the research was to validate the findings of an earlier research that had identified fashion SMEs' need of ERP system. The validation was performed by using a multiple case studies method, carried out in six micro, small, and medium enterprises of fashion in Bandung by identifying what were the functional aspects of system that have been needed and implemented by the objects of the case study, both those involved in earlier researches and beyond the objects of earlier researches' case studies. From this validation process, it was found that both product marketing and sales module and financial and accounting module were valued as valid for the three enterprise levels. For small and medium fashion enterprises, production and procurement module has also been concluded as valid. Object detection is considered as one of the most important task because ball and goal post are the main component in soccer. The system uses the combination of color-based segmentation and feature detection to detect the color and also the shape feature of the object used in the soccer robot game. The color segmentation uses thresholding method in Hue, Saturation, and Value (HSV) color space to differentiate the ball and goal post color from other objects in the field. Then, morphological operation is applied to the thersholded image to minimize the error. After that, Hough line transform is applied to detect the feature of the goal post. Then, ellipse detection is also applied to find the ball feature. This step is used so the desired object is correctly detected, not other object that have the same color. The final step is to calculate the image moments to determine the centroid of the objects and tracking it. Object's color, feature, and coordinate are obtained from this purposed method. These assets are used as much as possible to improve the achievement of government objectives. In 2014, the government appointed legally three ministries to manage all government human capital in Indonesia. They are KEMENPAN&RB, LAN, BKN and each of them has a duty respectively in GHCM. Therefore, collaboration, coordination, and teamwork are necessary to achieve the professional management of human capital among the three ministries. Knowledge management believed can enhance sharing and transferring organizational knowledge among individual and institutions in order to create new knowledge in the field of GHCM. The knowledge is essential for the completion of tasks and problems that arise in GHCM. Some continuous activities to create, manage and disseminate knowledge are known as knowledge management cycle. This research aims to determine the KM cycle of GHCM. Deep interview conducted to collect the data related to knowledge management cycle. Mixed methods used to analyze the data which sequentially done with qualitative method and then the quantitative method. Content analysis used for analyze the transcribe data and correspondence analysis is used to analyze the contingency value of each activities. Then, the findings verified by expert judgment. The distribution of the workload in a production process needs to be calculated so that the company is able to achieve the target of production. This research was conducted to improve the efficiency of production systems and the production capacity of the company so that the company is able to meet production targets. The method used in this study is line balancing. Time study method is conducted to calculate cycle time and then forecasting method is utilized to determine production target and required cycle time. After that, 3 methods of line balancing: ranked positional weights, Moodie Young and new bidirectional is used. The result of the line balancing method shows that the best methods are Moodie Young and new bidirectional with the efficiency of 82.97%, much higher from the current state, which is only 48.89%. The number of workstation is also decreased from 9 to 7. Department of Public Administration of Universitas Padjadjaran is conducting collaboration class by employing ICT facilities in the form of video conference with Sungkyungkwan University (SKKU) of South Korea. This activity has been running for about four years, but nevertheless the measure of effectiveness and efficiency level of this activity on student and institution has never been made. To measure this aspect, a tool called Benchmark Indicators (Quality of on the Line-Benchmarks for Success in Internet-Based Long Distance Education, The Institute for Higher Education Policy, 2000) is being utilized. This study uses quantitative approach with 50–60 respondents consisting of lectures and students who have followed long distance learning classes. The result shows that few things must be considered such as the provision of detailed information on activities, the provision of conventional and digital library, a professionally prepared procurement of structured system and hand-out material. Furthermore, the incentives for faculty staffs and also written MoU become parts of results from the analysis that proves to be really important matter for a better implementation in the subsequent class.
