The practice in the Republic of Bulgaria of acquiring pedagogical legal capacity, the requirements for the Bulgarian teacher, the path to acquiring pedagogical capacity, as well as general statements regarding the necessary knowledge and pedagogical mastery of the teacher are considered in the article. The article is divided into three parts. In the first part, it describes the development of virtual reality and explains basic concepts such as simulator and a trainer. It also deals with the basic theoretical model, the starting point for the creation of the model, supplemented by a block diagram of the model and its description. Representatives of this formation are often associated with demanding, controlling, interfering and punishing, although they were called to help citizens and care for public safety and order. Very important from the point of view of qualifications to serve in the Police, apart from the substantive and skilful preparation of a policeman, is his approach to serving the society. A leader must also be a strategist, and strategy cannot be reduced to just techniques and methods. The Leader's Vademecum as an academic handbook is oriented towards a set of procedures and guidelines that touch and are related to issues of leadership and management within the Academy of the Armed Forces in the Slovak Republic. These questions are related to the performance of tasks and the presentation of appropriate attitudes on the part of commanders, academic teachers, university management and cadets. It defines the ways of proceeding in the processes of command, education, as well as in organizational and administrative matters. Effective education, or rather the formation of leaders in AOS, will be largely determined by the appropriate coordination of the activities of the above-mentioned academic groups. Each of them has a reserved, very important role that must be fulfilled in achieving the intended goal.
