The idea of this approach is that for each object of the system under study it is necessary to forecast only its belonging to a certain structural unit (class) within the framework of the selected structure of the considered set of objects. The description of the basic structural predicting algorithm is given. Then, additional constraints are introduced that must be satisfied by the structural prediction results. These limitations may arise from the physical properties of the objects in question or may be set by experts. The normal mode of operation of these systems can be described as the spectral decomposition of the virtual energy of the system, which can be represented as the spectral decomposition of the squared H2 -norm of the transfer function for fixed input and output of the system. When approaching the emergency mode of operation, the virtual energy balance changes. The share of energy of weakly stable modes increases, which makes it possible to identify the cause of the imbalance: approaching one or several the network cutsets to the limits of its capacity. One can make a cautious assumption that the method of gramians can be used to describe changes in the balance of energy in a human body. One can formulate a cautious hypothesis. For example, the method of gramians can be used to assess the risk of developing diabetes of the first or second types by means of anomalies detecting in the spectral decomposition of the virtual energy of the pancreas and / or its organs. That is why one of the main problems facing the aviation industry of the Russian Federation is the problem of creating the aircraft meeting the requirements of their operation with the account for the climatic peculiarities, especially in the conditions of the influence of the extreme factors of the Arctic and the Extreme North. On the basis of the comprehensive analysis of the climatic factors of the Extreme North and the influence of these factors on the reliability of the aircraft units and systems’ functioning in the actual operating conditions the classification of the kinds of failures was made, presented by six groups of events, conditioned by the state of the prolonged aircraft operation in the extreme conditions of the Extreme North and the Arctic regions. In order to evaluate the influence of the climatic factors on the reliability of the aircraft systems it was suggested to use stability coefficient of each element of the system, on the basis of which the estimation of the distribution of the events in flight, related to the functional elements’ failure, was made.
