Monopoly is called upon to ensure the satisfaction of demand for transportation from the producer and consumers. Asymmetric awareness of the system’s elements takes place: the monopoly has full information, but the Center operates under uncertainty about monopoly potential (carrying capacity, vehicles, transportation costs, etc The task of optimal synthesis of incentive system of monopoly under conditions of uncertainty based on the information received by the Center on the transport services market is set. A task that is solving within the information support system is the task of calculating technical and economic indexes and its connection with the assurance of the normal operation mode of nuclear power plants. The technical and economic indexes characterize the efficiency, faultless, and durability of the power equipment in its operation process. By the information task of calculating the technical and economic indexes, objective information on the technological processes run efficiency, and actual power equipment is obtaining. Conditions of optimal NPP performance are determining in the process of its technical and economic indexes analysis. So, the analysis of these indexes is one of the most important tasks of the NPP APCS. Logistics management for the large-scale railway network is a very complicated problem. If the rail system owns by the one owner or it is managed by the single unified operator, then there exists the problem of network design and decomposition into some local subnets or territorial zones. Decomposition needs to be performed for operations optimization. Railway territorial zones can be managed and serviced by the separate management centers. This paper examines the decomposition design problem for the large-scale railway network. A network with one input and multiple outputs is considered. Decomposition is performed along the main lines. Optimality criterion for decomposition problem is presented. Anderson’s definition is a function of regression in feature space. The training set in supervised learning is converted into a set of regression analysis by replacing class numbers with the differences of the corresponding costs of classification errors. The posterior probabilities of classes at points on the boundary between them depend only on the costs of classification errors. This is the basis for the method of obtaining estimates of a posterior probability of classes. It does not require adaptations to discriminant functions such as, for example, the Platt’s calibrator.
