Indeed, weather temperature has a significant influence on the electricity consumption. From a Transmission System Operator (TSO) perspective, an accurate estimation of this effect is crucial to interpret and predict demand fluctuations. Several dispatching applications consider these phenomena, as for example adequacy analysis, demand forecasting tools, and real-time operational procedures. Based on the geographical features of Italy, it was possible to identify various sensitivity behaviors at regional scale. The purpose of this study is to develop a temperature sensitivity model to be applied on electricity demand profile with different time granularity (e.g., daily, hourly). A clustering analysis on the historical input data is performed. Furthermore, a thorough investigation to identify the optimal best-fitting method for this application is described. In order to test the methodology, some relevant business cases are simulated considering also extreme scenarios. Results on COVID-19 scenario is also described. Marzullo, Francesca Scavo","doi":"10.23919/AEIT53387.2021.9626887","DOIUrl":"https://doi.org/10.23919/AEIT53387.2021.9626887","url":null,"abstract":"Wet-snow conditions trigger the formation of ice sleeves on overhead power lines and promote the occurrence of heavy snowfalls whose effects may cause serious infrastructural damages and, consequently, prolonged disruptions on the National Transmission Grid. To develop action plans aimed to strength the resilience of the Power Network, probability maps about the expected occurrences of these phenomena are required. Such maps have been elaborated by processing the outputs of 11 high-resolution Euro-CORDEX models (spatial resolution ~12km), assuming a \"Business-As-Usual scenario\" (RCP8.5). The MERIDA meteorological reanalysis dataset (spatial resolution 7 km), spanning the period 1986-2019, was used to apply the \"Equidistant Quantile Mapping\", to \"bias-correct\" model data. MERIDA was also used to develop two numerical codes: the first is a modified formulation of the \"Makkonen model\" to describe the growth of the ice-sleeve on high-voltage lines; the second is a simple \"Snow model\" to estimate the weight of the snow on the ground.After validating the codes by analyzing the results with some observations, the codes have been applied to climate models’ outputs to evaluate these phenomena until 2060 and to deduce future scenarios. Probability maps have been elaborated by means of the \"Generalized Extreme Values\" (GEV) statistical technique, used to describe the expected values at the timeframes 2020, 2030, 2040 and 2050. The results point out that such phenomena will generally decrease as snowfall will turn in rainfall due to global warming. The very short-term forecasts are provided using an Analog Ensemble scheme and an autoregressive method whose inputs consist of the last two months of short-term forecasts and load measurements. The required short-term forecasts result from a Random Forest algorithm trained using the last four months of meteorological data and load measurements. The system is capable of in-field standalone operation. The functionality of the system, long-time tests at laboratory level and in a test facility have been performed. The results demonstrate its ability to perform sag and ice sleeve measurements. In this regard, initiatives have been launched by transmission and distribution system operators worldwide, often to comply with specific requirements set by regulators. This paper describes a risk-based resilience assessment methodology jointly developed by the Italian TSO and RSE aimed to capture the benefits for system resilience against extreme weather events, brought by grid hardening interventions, with a focus on the two most impacting threats for the Italian transmission system, namely wet snow and wind. The final objective is to support cost-benefit analyses in resilience-boosting plans, as required by the Italian energy regulating entity to all electric utilities. An important target is to include climate change modelling in grid planning, together with the typical planning drivers i.e. security of supply, market efficiency and renewable integration. In this context, the European Commission project OSMOSE aims at developing and testing a new Zonal-Energy Management System in order to coordinate innovative resources for congestion management in transmission and sub-transmission power grids, which is going to be tested in a portion of the sub-transmission system in the South of Italy.
