Alberta’s Fiscal Responses to Fluctuations in Non-Renewable-Resource Revenue 艾伯塔省对不可再生资源收入波动的财政反应

Our results show that Alberta governments have increased spending by 63 cents in the fiscal year following a one dollar increase in real per capita non-renewable resource revenues.  On the other hand, when non-renewable resource revenues have declined year over year, Alberta governments have not adjusted spending or other own source tax revenues. As a result of these asymmetric responses to fluctuations in resource revenues, the province’s stock of financial assets has declined and its net debt has increased by $10,834 per capita or in total $46 billion dollars. First, rather than treating state tax credits as an exception to the general rule that a charitable deduction is not reduced by benefits a donor receives from third parties, the final regulations should set forth a general rule that the amount of a charitable deduction is reduced by benefits a donor receives from any source on account of the donation. Second, the preamble to the final regulations should clearly state that SALT ceiling workarounds (involving purported donations to the states themselves) would not be effective under well-established substance-over-form principles, even in the absence of new regulations. To this end, we match data on municipal elections in Italy to the budget data of firms whose shares are owned by Italian municipalities. As political turnover and performance are likely to be jointly endogenous, we exploit the quasi-experimental nature of close electoral races to estimate the causal treatment effect. We find evidence that municipal party turnover disrupts investment and slows down productivity growth. At the same time, the probability of observing financial distress is larger. No significant effect can be established, on the other hand, in terms of profitability and employment growth. We link the effect of municipal party turnover to three mechanisms: first, the nature of close electoral races alters the incumbent party’s incentives to invest; second, turnover makes the appointment of new, less-experienced, board directors more likely; third, the new political leadership directly reduces the amount of resources transferred in order to signal its commitment to curb wasteful municipal expenditure. To measure state economic development incentives programs, they use a new and substantially improved data set from Bartik (2017). They also include a measure for economic freedom, the Fraser Institute’s Economic Freedom of North America index.,The authors find a robustly negative relationship between development incentives and patent activity. They find some evidence that incentives are negatively associated with small business establishments ( 500 employees) share. They also find evidence of a positive relationship between economic freedom and both patent activity and net business formation.,The results imply that economic development incentive programs are unlikely to increase entrepreneurial activity and may decrease it. They also imply increased economic freedom (lower taxes, lower spending, and lower governmental restrictions on labor markets) may increase entrepreneurial activity.,To the authors’ knowledge, this paper provides the first examination of the relationship between development incentives and entrepreneurial activity that utilizes Bartik (2017), a new vastly improved data set of state economic development incentive programs. It finds that the period between 1990 and 2013 exhibits a decrease in LE at birth dispersion and also shows that σ‐divergence and polarization of LE at ages 20 and 60 occur across countries. Further deterioration (improvement) in relative position of countries with low (high) starting LE is observed in some sections of the LE distribution. Existing studies have primarily evaluated these unintended consequences in democracies but not in autocracies. To fill this gap, we investigate the variations of local public service delivery in a decentralized autocracy — China. Specifically, we argue that local politicians possess two sources of de facto political power — political connection with higher-ranking officials and the mobilization capacity of local political actors. When political connection is absent and local politicians face strong local political rivals, they are incentivized to use public spending as a patronage strategy to garner local political support in order to assure political survival. It is under siege from several directions – its continuing struggle to assist Greece in returning to a status of a normal member; a prolonged economic slump from which it is just emerging that has weakened confidence in the EU’s institution; challenges to the EU’s governing principles of open borders for the transfer of people, capital, goods and services; and the complex problems of breached external borders by refugees. There is also a growing threat to political institutions from the far right and anti-EU factions, and the threat that the UK’s Brexit referendum results may be passed on to other member states. All this as the EUs relations with Russia, on which Europe depends for about a third of its energy requirements, sour and become hostile again. The next ten years will be vitally important in determining whether the EU will survive as a viable, growing economic system, or whether it will begin to unravel into the collection of independent states it was before the EU came into being in the early 1990s. Colleges in the state decreased payrolls, eliminated or consolidated 387 degree programs, and dramatically shifted the burden of paying for college from the state to individuals and families through a series of budget cuts and tuition hikes. Despite this depletion of resources available to higher education, interest surged in programs offered through the Center for Adult Learning in Louisiana (CALL). This multi-university consortium began to offer online baccalaureate degrees in a range of social science majors including Sociology, Family and Child Studies and Criminal Justice. This program allowed adult learners to pursue their degree online without putting their lives on hold. The number of services per Medicare-eligible beneficiary in the U.S. Social Security Disability Insurance (SSDI) program was about 32 in 2012, or 2.7 per month, comparable to services for the 65+ Medicare population. The number of services for SSDI beneficiaries ranged from almost 48 per capita in Minnesota to 23 in Arkansas. Services for musculoskeletal impairments averaged 4.6 per capita, ranging from 6.7 in Minnesota to 2.5 in Hawaii. The greatest variation occurred in services for mental disorders, averaging 3.2 for the U.S. but ranging from 9.1 in Massachusetts to 1.4 in Alabama. Factors such as the number of health care professionals or hospital beds per capita, the share enrolled in Medicare Advantage, and demographic factors are associated with health care utilization across states.
