Chen, Southeastern Massachusetts University and Professor H.-W. Schuessler, University of Erlangen, was held October 22-23, 1983 at the Institut fur Netzwerktheorie and Schaltungstechnik, TUM in Munich, F.R. Germany. The Workshop was concerned with both theoretical and practical issues of applied time series analysis including the topics on segmentation of time series, array processing, nonstationary time series and applications to radar, geophysical, speech and biomedical signals. Comparative examples a recited froin other industrialized countries. The social esteem engineers and engineering faculty areheldin, as compared to other professionals such as lawyers and medical doctors, may also have an underlying impact on the lack of societal pressure to reverse such declining trends. We are concerned with situations where integrity of the signal is important, but not the integrity of the noise. The phenomena is easily analyzed and understood using elementary concepts from probablity theory, but does not appear to be widely recognized.
