To achieve this goal, the researchers used a qualitative approach in order to get a variety of problems related to the object and subject of research. This research found that the lonto leok culture is a form of deliberation in the context of the Manggarai indigenous community, where the traditional elite has a very strong role in the social interaction of the Manggarai community. The position of the traditional elite and the power of language in lonto leok culture implicitly silence the lower layers of non-elite society, clearly illustrated in the patrilineal-genealogical structure of the local elite and the ritual language where all lonto leok participants are directed to always be one heart and soul and avoid differences of opinion. Analysis of formalities in the bureaucracy that is intended to be related to basic legal, procedures and operational standards in this drought disaster management effort. This research uses a qualitative research method with observation and interview methods. From the research findings, it was found that the National Disaster Management Agency for regional Disaster Mitigation of Northe Central Easth District drought management did not yet have formalities in the form of basic legal, operational procedures and standards that comprehensively regulate the work system in drought disaster management efforts, both pre-disaster, during the disaster and after the drought occurred. This has an impact on the opportunities and risks for making mistakes in decision making. Therefore, it is necessary to design a clear, simple and transparent legal basis formulation based on information technology by involving stakeholders to develop programs and activities that are more specific in relation to drought disaster management efforts.","PeriodicalId":106162,"journal":{"name":"MIMBAR : Jurnal Sosial dan Pembangunan","volume":"2015 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-07-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128804566","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

According to the OECD (2016) three billion people in developing countries, including Indonesia, live in rural areas, and the majority are poor. The government has made various efforts in Indonesia to alleviate poverty, including through the concept of \"building from the periphery\" by allocating considerable funds to strengthen rural development. This study aims to measure the effectiveness of village funds in alleviating poverty in rural areas (case study: Belitung Regency) using the Moran's Index Analysis and Geographically Weighted Regression (GWR) analysis methods. Based on the results of Moran's Index analysis on poverty levels in 42 villages in Belitung Regency, it can be seen that the distribution pattern of poverty in each village is random or unpredictable. At the same time, the effect on poverty shows that village funds in the field of government administration have not influenced poverty alleviation. Meanwhile, the fields of development implementation, community development, community empowerment, disaster management, and emergencies, and urgency affect poverty alleviation as indicated by a \"negative\" regression coefficient.","PeriodicalId":106162,"journal":{"name":"MIMBAR : Jurnal Sosial dan Pembangunan","volume":"49 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-06-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127676420","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Local governments are obliged to build their own regional food security, and contribute to national security. This is in line with the mandate of Law No. 23/2014 on Regional Government, which states that food is a mandatory matter for the central and regional governments. In relation to this background, this study aims to determine the availability and affordability of food in the East Priangan region, as one of the food production centers of West Java Province. The research method used is mixed method research with the dominance of quantitative design. Based on the results of the analysis, the research can be concluded that the food security conditions of regencies and municipalities in the East Priangan region are categorized as strong. However, based on the results of the comparative analysis among the regencies and cities, it shows a quite unique condition. The condition of the level of food availability (independent) is inversely proportional to the condition of the level of affordability. Regencies and municipalities that have a high marketable surplus of food tend to have a relatively low level of affordability. Conversely, regencies and municipalities with high food affordability have low marketable surplus.","PeriodicalId":106162,"journal":{"name":"MIMBAR : Jurnal Sosial dan Pembangunan","volume":"45 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-06-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125647004","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
