So don't be surprised if the production unit, which is then called the library, stagnates and stops working. Developing a blog-based library expands the possibilities of your user base, but using a freeware database is sufficient to become the backbone of your library automation. In the current Development 4.0 era, library promotion through Instagram social media is considered more effective and efficient. Interaction between librarians and users can now take place virtually by utilizing existing information technology. The researchers looked specifically at one account of university libraries: universities. Communicating with users via Instagram is an effective way to advertise in university libraries. This article also describes the forms of interaction provided by the Instagram application and how the UIN North Sumatra Library itself uses the facilities available on Instagram. The data collection method consisted of observing the Instagram account of the North Sumatra State Islamic University Library and conducting a literature review. The results of a survey conducted by the UIN Sumut library utilized all existing facilities on Instagram to promote the library. This activity aims to explore the benefits of having a literacy house, especially to improve children's learning abilities. Using participatory rural appraisal methods or techniques and data collection techniques through interviews, observation, focus group discussions and literature review. The results of the study show that the Ranggi Literacy House at the PWI Complex, Percut Sei Tuan, Deli Serdang acts as a source of learning for children, especially underprivileged children, a place for character formation, and a source of information for parents. in child care, community recreation and training facilities, even facilities for mothers to express their talents. The results of the study indicate that the availability of children's literature in the mother and child library services is quite adequate. Judging from the suitability of literature for the age level and information needs of children, it is in accordance with the availability of 3D collections for children who cannot read, and the availability of fairy tales, comics, religious books, history books, and other textbooks. The use of children's literature at the Ranggi Literacy House is quite good. This is shown by the enthusiasm of users in reading literature and utilizing the available facilities. Obstacles faced by the Ranggi Literacy House in improving the reading culture of its users: they do not yet have an audio-visual collection, even though audio-visual collections can contribute to improving children's reading culture because in reality children tend to prefer using technology and prefer to see and hear. A truly participatory democracy must also be a property democracy, as Fuchs demonstrates. One of the ways to spread hate speech against Islam is by using social media such as YouTube. This problem is already regulated in Law Number 11 of 2008 concerning ITE (Information and Electronic Transactions) in Article 28 Paragraphs 1 and 2 and Article 45A Paragraph 2. This study aims to observe the phenomenon of hate speech in general and hate speech against Islam in particular, on YouTube social media in Indonesia during the period January-June 2021. This study is qualitative in nature and based on library research. The study found that the phenomena of hate during the period under study, in general, increased. However, such an increase is not stable. It highly increases during the General Election season in 2019. During the period January-June 2021, the study at least three accounts which directly attacks Islam, namely, Muhammad Kece, Joseph Paul Zhang, and Saifuddin Ibrahim. The nature of hate speech against Islam carried out by those three accounts comes in the form of insulting, harassment, slander, provocation, and hoaxes. Islam prohibits hate speech and stipulates it as a criminal act with the category of ta'zir. The Indonesian government has also taken firm steps to eradicate hate speech on social media.
