The comparison involving energy ratios <em>E(I)/E</em>(2) contains no arbitrarily adjustable parameters. The semi-empirical formula <span><math><mrow><mi>E</mi><mo>(</mo><mi>I</mi><mo>)</mo><mo>=</mo><mi>A</mi><mrow><mo>{</mo><mrow><mn>1</mn><mo>−</mo><mfrac><mrow><mo>(</mo><mrow><mi>B</mi><mo>/</mo><mi>A</mi></mrow><mo>)</mo><mi>I</mi><mo>(</mo><mi>I</mi><mo>+</mo><mn>1</mn><mo>)</mo></mrow><mrow><mn>1</mn><mo>+</mo><mi>N</mi><mo>(</mo><mrow><mi>B</mi><mo>/</mo><mi>A</mi></mrow><mo>)</mo><mi>I</mi><mo>(</mo><mi>I</mi><mo>+</mo><mn>1</mn><mo>)</mo></mrow></mfrac></mrow><mo>}</mo></mrow><mi>I</mi><mo>(</mo><mi>I</mi><mo>+</mo><mn>1</mn><mo>)</mo></mrow></math></span> is seen to give the best fit. A least-squares fit to observed levels with this formula gives a rms deviation of better than 0.5% in nearly all cases.
