Instrumenting a firm’s patent litigation propensity with the passage of China’s National Intellectual Property Strategy reform, we find that patent litigation reduces defendant firms’ innovation activity and fosters more exploitative innovations. The effects strengthen with product market overlap between litigants. Abstract
