Abstract

The end of the Cold War renewed optimism that states would embrace liberal principles for addressing the challenges to the survival, livelihood and dignity of people. 1 In reality, however, the 21 st century beholds protracted political crises, violent conflicts, persistent poverty and deadly pandemics disrupting the lives of millions, mostly in the non-western countries of the world.
