A Saúde Mental no Planejamento da Política de Saúde Brasileira

Abstract

This article analyzes the National Health Plans, in the period 2000-2019, verifying if the proposed mental health actions are in compliance with the guidelines of the Brazilian Psychiatric Reform Law 10.216/2001. This is documentary research involving five government plans between 2000-2003, 2004-2007, 2008-2011, 2012-2015, 2016-2019. For data analysis, Content Analysis was used. The plans evidenced the struggle in the process of implementing the actions proposed in the direction of the Brazilian Psychiatric Reform, tensioned by different opposing subjects and in favor of the project to implement the reform of the Mental Health Policy. It was identified that the process of implementation of the Psychiatric Reform now advances, now goes backwards, depending on the strength correlation of the subjects involved in this process. However, in the current Brazilian political scenario, the dismantling that this policy has been undergoing prevails, especially with the approval of Ordinance 3,588 / 17, strengthened in Technical Note No. 11/19.
