Firstly, a practical emergency communication network structure of power system containing provincial power companies and municipal power companies (or substation) is explored. Then the survivability of the emergency communication network is analyzed using a network algorithm model, which gives the quantificational calculation of the contribution of each node and link in the network to the network survivability. Finally, the potential problems of the emergency communication in practical application are analyzed and the error analysis of the proposed modeling is computed. Because the deployment of emergency communication system has to be fast and flexible, communication for emergency and disaster should be based on wireless technologies, which are discussed in the work of (3-6). In the paper (3), a hybrid wireless network scheme enhanced with ad hoc networking for disaster damage assessment and emergency communication is proposed. The analytical model is based on a Markov process. J. X. Wang etc. propose a scheme based on wireless sensor networks (WSN), which are combined with mobile communication technology using in emergency communication (4). In the paper (5), a hybrid system model of wireless data networks for emergency communication in disaster area is presented and discussed. An effective solution is proposed to enhance capability of the emergency communication by wireless mesh network technology in (6). In this paper, a novel network structure of emergency communication in power system is proposed.
