Financing tourism development: a recipient's view

Abstract

Despite rhetoric, third world governments have not given tourism development a high priority in national budgets, and some of the major international funding agencies have provided little support. High interest rates, and the conspicuous presence of foreign ownership and management, have not always helped in the promotion of the industry. Various possible sources of finance are briefly discussed and assessed, as is the desirability of increased local management.
