Abstract
Abstract
Research objective: Analyze gaps in the implementation of the Mais Medicos Program (PMM) by evaluating audit reports from CGU and discussing regional characteristics and differences that impact the results of the Program in Brazilian municipalities.
Theoretical framework: This research fits into the need to analyze the implementation of the PMM, highlighted by Lima, Nunes, Santos, Silva and Melo (2017) and Alencar et al. (2016).
Methodology: We analyze 149 CGU audit reports from 2016, through the application of Content Analysis. We also analyze the municipalities by using the Multiple Correspondence Analysis and the Chi-square Test for a better understanding of the aspects that involve a professional performance, such as housing, food, transportation and structure.
Results: The results show that when the municipalities adequately condition housing, food, transport and structure, the physician's performance in the PMM is considered satisfactory, the statistics of the municipality with greater or lesser social inequality index. These elements are among those that contributed to the doctor's fixation in the less used regions.
Originality: The analysis of the PMM is original, as no studies were found that analyzed the municipal differences related to the PMM, a public policy that brings together a set of actions by the Federal Government to improve medical care for users of the Unified Health System in Brazilian municipalities.
Theoretical and Practical Contributions: Given the findings it is possible to indicate theoretical contributions to the literature regarding PMM. Additionally, it is possible to indicate that for the improvement of PMM in quality, it is necessary for doctors to receive better conditions.
