Abstract
Territorial reforms of administrative boundaries primarily aim at pursuing cost and administrative efficiency objectives, but their impact on the political engagement of local communities remains unclear. Moreover, while amalgamations have been widely studied, little is known about the effects of territorial fragmentation.
