The research combines value-focused thinking for problem structuring with the flexible and interactive tradeoff (FITradeoff) method for preference modeling. The objective is to develop a ranking of actions based on decision-maker preferences. Data were collected in a single interview through a semistructured discussion with the gender training manager at the Secretariat for Women of the State of Pernambuco, Brazil. Using FITradeoff, partial preference information was gathered, leading to a preliminary recommendation of 11 ranking levels. A complete ranking of 20 alternatives was later established.
