Abstract

Health democracy involves the participation of citizens and patients in health-related decisions, thereby strengthening legitimacy and transparency. In Switzerland, this model currently relies mainly on direct democracy tools such as popular initiatives and referendums. However, these mechanisms have limitations, particularly in terms of representativeness. This article explores these challenges and proposes ways to strengthen health democracy by improving participation both upstream and downstream of the legislative process, integrating currently marginalized groups, and using digital tools to enable more inclusive and effective participation.
