The impact of toll road maintenance system reform on the cost and efficiency of state-owned toll road operators: Evidence from China

Abstract

Serious debt problems have greatly hindered the healthy development of China's toll road industry. The key aspect concerns increasing costs, especially maintenance costs. To address this issue, this paper analyzes the effectiveness of China's toll road maintenance system reform policy by using a sample of state-owned toll road operators (STROs). Based on the time-reversed difference-in-differences (DID) model of transition time, the results show that the implementation of the policy has not achieved the expected cost reduction or efficiency improvement. A further analysis reveals that the main reasons for this policy failure are the incompleteness of the management system reform and insufficient marketization. The findings of this paper provide theoretical and empirical references for implementing further reforms in the toll road industry.
