A national referendum in 1980 also began the phase-out of nuclear power, with combined heat and power playing a pivotal role in its replacement. Favourable governmental loans and grants, combined with more coercive regulations and a general sense that building district heating systems was a “sign of the times”, encouraged even smaller and mid-sized cities to build district heating systems. Contributions are welcome from both established and emerging scholars as well as accomplished practitioners. Interdisciplinary, comparative, and applied works are encouraged. Submissions to the journal should have a clear focus on governance, performance, and/or analysis of public utilities with an aim toward informing the policymaking process and providing recommendations as appropriate.
