HOW THE SOMALİ GOVERNMENT WORKS WİTH THE TRADİTİONAL CLAN-BASED SYSTEMS: LİTERATURE REVİEW

Abstract

The complex interaction between contemporary state-building initiatives and traditional clan-based governance characterizes Somalia's political environment. The article explores the ways that modern government in Somalia is influenced by the past clan-based institutions. It examines institutional changes and capacity-building measures while analyzing the Somali government's attempts to create a centralized state. The study also looks into how traditional institutions work with the government to address concerns of local governance and foster social cohesion. It also draws attention to how difficult it may be to maintain inclusive representation, control power dynamics, and harmonize customs with formal legal systems. The study clarifies the intricacies and conflicts present in Somalia's two distinct political structures.
