Initially, the paper discusses how these reforms underpin democratization by boosting government efficiency, accountability, and transparency, em-phasizing key initiatives like bureaucratic restructuring, policy modernization, and e-governance integration to enhance public engagement and streamline operations. Subsequently, it details measures such as the digitali-zation of administrative processes and legislative updates aimed at achieving service excellence and focusing on citizen-centric governance. In conclusion, this study points out the multifaceted challenges facing Vietnam’s administrative reform.
