Abstract
Setting water rates that are both sustainable and predictable can be challenging for water utilities coping with infrastructure renewal, inflation, and other challenges.
Although most utilities conduct master planning efforts, the planning horizon is often too short, and the results are not fully integrated with long-term financial planning.
Without integrated planning efforts and an adequate planning horizon, sustainable and predictable rates cannot be achieved.
