By systematically analyzing the series of policy papers launched by successive governments, it becomes clear that the multicultural policy has completed a discursive turn, deviating from its progressive trajectory of cultural diversity and substantive equality to suit the neo-conservative agenda of national unity and economic productivity. Abstract

This article examines the changing discourses of Australian multicultural policy from the late 1990s until now and discusses their ideological significance under the twin-frames of globalization and Australian political culture. By systematically analyzing the series of policy papers launched by successive governments, it becomes clear that the multicultural policy has completed a discursive turn, deviating from its progressive trajectory of cultural diversity and substantive equality to suit the neo-conservative agenda of national unity and economic productivity.
