However, assimilating autonomous economic sanctions to collective sanctions under UN auspices is an untenable argument. Another justification proposed is labelling the sanctions as so-called ‘third-party countermeasures.’ However, the debate on the entitlement of third states to take countermeasures remains inconclusive.
