Professionals in the built environment, including Builders, are saddled with the responsibility of implementing the use of health and safety management plans on building construction sites. The study is aimed at investigating factors affecting the implementation of a health and safety management plan on building projects in Rivers State, to establish measures that will enhance its implementation. The design for this study is a descriptive survey, the population of this study comprises 2800 built environment professionals and the sample size of this study is three hundred and fifty (350) which was derived using the Taro Yamane method. The data for this study was collected and analyzed using a questionnaire and principal component analysis (PCA) respectively. The analysis was aided by the use of Statistical Package for Social Science (SPSS) Software. The study found that the main factors affecting the implementation of Project H and S plan are the absence of monitoring and supervision of Building Projects.
