Development of Small and Medium Towns Under the Influence of an Agglomeration

Abstract

Состояние проблемы.На современном этапе отрасль градостроительства характеризуется принципиально новым подходом к формированию городской среды в целом и жилой застройки малых и средних городских поселений. Более полноценно учитываются возрастающие потребности населения в социально-культурных, бытовых, санитарно-гигиенических и архитектурно-эстетических условиях проживания. Поэтому необходимы комплексные технико-экономические обоснования градостроительных решений. Результаты. Рассмотрены особенности развития малых и средних городов под влиянием агломераций, подходы к работе с данными территориями. Описаны ключевые пространственные особенности для изучения зависимых территорий агломераций, особенности и типизация малых и средних городов. Выводы. В малых и средних городах наблюдается несоответствие поставленных перед органами местного самоуправления, местными организациями и жителями целей и задач и легитимных средств их достижения. Стратегический план развития малого или среднего города должен быть в приоритете, в нем следует акцентировать внимание на использовании прежде всего местных ресурсов, а также подчеркнуть ответственность местной общины за решение проблем города. Statement of the problem. At the present stage, the urban planning industry is characterized by a fundamentally new approach to the formation of the urban environment as a whole and the residential development of small and medium-sized urban settlements. The growing needs of the population in socio-cultural, household, sanitary and hygienic and architectural and aesthetic living conditions are taken into account more fully. Therefore, comprehensive feasibility studies of urban planning solutions are necessary. Results. The features of the development of small and medium-sized cities under the influence of agglomerations and approaches to working with these territories are considered. The key spatial features for the study of dependent territories of agglomerations, features and typification of small and medium-sized cities are described. Conclusions. In small and medium-sized cities, there is a discrepancy between the goals and objectives set for local governments, local organizations and residents and the legitimate means of achieving them. The strategic plan for the development of a small or medium-sized city should be a priority, it should emphasize the use of primarily local resources, and also emphasize the responsibility of the local community for solving the city's problems.
