The life times for 21+ excited states together with the intensities of γ0- transitionsmeasurements are used in calculations. The results thus obtained have shown that;the nuclei with magic neutron number such as 58Ce140 and 60Nd142 have minimumvalue for 2w.u. M(E2) .
