Tourism or "brain drain"?

Abstract

The article examines the problem of the outflow of qualified personnel from the country and the migration aspects of Russia’s policy. To preserve the intellectual and scientific potential of Russia, attention should be paid to the possibility of compensation associated with the influx of intellectual personnel from the CIS countries.
