Abstract

The complexity of the terrorist phenomenon poses many difficulties that make it impossible to accurately anticipate its evolution. Assuming this fact, the paper addresses those conditions that will foreseeably be present in the future, actively or passively, influencing the evolution of the phenomenon. Finally, some keys will be offered that must be taken into consideration to be effective in the response.
