EETS, REETS, OPEN BALKANS: Concepts, Regulations, Practical Examples

Abstract

This paper presents the theoretical and legal framework, along with examples of the EETS and REETS toll collection systems. Within the definition of the legal framework, Directive 2019/520 of the European Commission is presented, outlining the processes that a toll collection system must undergo to successfully implement interoperability. Additionally, this paper showcases various practical examples of how European Union member states and those outside it have implemented the REETS project within their respective regions. The most notable case of the REETS is the "Open Balkans." The aim of this paper is to inform the professional in road sector about current developments in toll collection in Europe, the Balkans, and Serbia through a review of literature and practical informations.
