The paper substantiates the presence of five derivations, which are deviations of the forecasting and planning pro-cesses from the optimal trajectory: insufficient degree of harmonization between federal and regional targets; increased volatility of planned indicators over time; the existence of gaps in the unified goal-setting; significant ambition; exaggeratedly rigid goal-setting. The practical aspect of the study was carried out on the basis of the content analysis of planned and targeted indicators of development strategies of individual federal entities (on the example of the regions of the North-Western Federal District).
