A PARTICIPAÇÃO POPULAR NO MARCO REGULATÓRIO DO SANEAMENTO BÁSICO

Abstract

The study article aims to address the importance of social participation in Public Administration, taking as a concrete example the case of the elaboration of norms of the National Water and Basic Sanitation Agency (ANA). Proceeding dialectically, it seeks to make a brief inventory of the main obstacles to this type of social participation and, finally, to contribute with the suggestion of concrete measures to make it effective. It concludes that the effectiveness of social participation in the decision-making process of issues such as basic sanitation, recognized as a fundamental right by the Federal Constitution, seeks to implement participatory democracy, in addition to conferring legitimacy on the agency's decisions.
