OECD countries constitute the universe of the study. Since the number of physicians and nurses in the Netherlands could not be reached, it was excluded from the evaluation and evaluation was carried out with 36 countries. 8 evaluation criteria determined to consist of data on the Covid-19 pandemic and the health indicators of the countries. Values related to the criteria were obtained on 02.04.2021 from the internet sites. In the analysis of the data, MS Excel Program was used. \nFindings and Conclusion: As a result of determining criterion importance weights with the ENTROPY method, it was found that at least one dose of Covid-19 vaccination rate (%), Covid-19 deaths per 1 million population, current health expenditure per capita ($), Covid-19 cases per 1 million population and the number of hospital beds per 1,000 people were in the top five. According to the ARAS method, the USA, United Kingdom, and Israel at the top. On the other hand, according to the TOPSIS method, Israel, Norway, and United Kingdom at the top.
