The kernel of the proposed method is to identify the risk factors leading to accidents in the construction stage of OWF using historic accident data and expert investigation, so as to establish the OWF fault tree in the construction stage. The basic event probability obtained by using fuzzy numbers instead of incomplete data is used to iteratively solve the risk level of the top event, and the Fussell-Vesely importance (FV-I) is employed to evaluate the contribution of each basic event. Abstract
