Furthermore, three different quantitative methods are used for different indicators. The analytic hierarchy process is used to calculate the weight and checks the consistency of the established indicators. Finally,an intelligent and introduces software system is built to verify the effectiveness of the proposed evaluation index. Abstract

In the case of limited airspace resources, the continuous increase of air traffic flow will increase the probability of special events.
