Using wavelet technology the optimal signal will be designed for the time-of-arrival (TOA) or time-difference-of-arrival (TDOA) ranging when there exists a synchronization error. The focus will be on the wavelet packet modulated signal as wavelets have lower sensitivity to distortion and interference as a result of synchronization error.
