Proposal of a unified BPM model for open data publication

Abstract

The Open Government paradigm uses open data as a tool to generate transparency, enabling citizens to access public information, allowing them to participate and collaborate in the democratic and economic development of the country. The process to make available public data is not standardized. There are laws on access to public information known as Freedom of Information (FOI). Based on these laws, some countries are applying the open data approach. The standardization of the data opening process will enable the implementation of reusable open source tools of Electronic Government to expedite the interaction between citizens and government. This paper proposes the design of a unified open data process and its application through a Business Process Management (BPM) model using an open source process management engine.
