Abstract
This paper describes decision analysis and scenario analysis for energy security of industrial and military installations. The approach compares potential investments across multiple criteria and finds the impact of emergent and future conditions to the prioritization of investments. Emergent conditions include cyber threats, market/economic drivers, policies and regulations, environment, and technologies.
