Public-private partnerships for expressways in China: An agency theory approach

Abstract

Public private partnerships have become increasingly common for road projects in China in the past decade or so. Some of them show serious deficiencies, because of governmental or constructor misconduct. In this article a basic framework for understanding strategic behavior, its negative effects and its possible remedies is developed.
