In the first part of the work, the legal norm contained in Art. 21a of the Act on Commune Self-Government, examining the subjective and objective scope of issuing official orders by the chairman of the commune council. The further purpose of the considerations was the content of Art. 24 sec. 2 of the Act on Commune Self-Government.
