Roads and residential facilities have been built above these lava caves, and the number of such structures is expected to increase with the development of Jeju Island. Various studies are being conducted to assess the safety of facilities, such as roads, built above lava caves, but currently there is no administrative system to support the safety management of the lava caves and their surrounding facilities. This study proposes revising and creating Jeju Island ordinances that are necessary for the safe construction and maintenance of major facilities on the island, where many lava caves are located. Abstract
