De manera paradojica, el retroceso y la crisis de la globalizacion y el regionalismo representan el factor, entre otros, que ha llevado a las partes al acuerdo final. Esos obstaculos, no obstante, siguen presentes y condicionaran el complejo proceso de ratificacion de este acuerdo. EnglishIn June 2019, after a twenty years-long discontinuous process of negotiation, the European Union and Mercosur announced the conclusion of the commercial chapter of their Association Agreement. This working paper analyzes the negotiations from an international political economy perspective taking into account both structure and agency factors, in order to identify the reasons for explaining their disagreement during that period, and for its final conclusion. The EU-Mercosur negotiations were functional to an interregional strategy for globalization and regionalism, which could not be imposed on the economic interests of the parties. Paradoxically, it is the setback and the crisis of globalization and regionalism the factorthat, among others, has led the parties to the final agreement.
