This study used qualitative research methods based on secondary data and data analysis techniques using content analysis. This study indicates Banyumas and Cilacap explicitly forbid executors from accepting gratuities or asking for fees from the public. This result shows that anti-gratification still needs to campaign mainly to the bureaucracy.
