The obstacle experienced by small and medium industries is the inability to build a waste water treatment plant which requires a lot of money. Nonetheless, Law Number 32 of 2009 concerning Environmental Protection and Management states that environmental protection and management are systematic and integrated actions taken to maintain environmental functions and prevent environmental pollution and/or damage. Industry is a key sector of the national economy, and manufacturing is also the sector with the largest number of jobs.
