TÜRK JANDARMA-POLİS TEŞKİLATLARININ YAKINSAMASININ MAKARENKO’NUN MODELİYLE TANIMLANMASI

Abstract

The legitimacy of the state has been questioned because of the crimes committed by the organizations getting complex. To come up with a solution to this problem, governments have made some arrangements in their law enforcement. In the area of internal security, while some states prefer bringing the necessity of a police-led mono system forward, others having multiple law enforcement structures like Turkey have emphasized the cooperation of law enforcement agencies This paper claims that The Turkish National Police (TNP) and The Gendarmerie General Command (GGC) is set up in accordance with the needs of Turkey. Thus, although both institutions perform the same task, this paper claims to have a different understanding and focus on the convergence that may occur as a result of cooperation between law enforcement agencies. Also, the paper explains the convergence through the stages in the Makarenko's crime-terror continuum. Thus, it aims to serve a different perspective on the work that is carried out about law enforcement agencies in Turkey.
