However, traditional scientific research evaluation models emphasize the counts of the results of scientific research only from the perspective of outputs, and ignore the relation between inputs and outputs, which easily leads to biased and unfair results. In this paper, the DEA (Data Envelopment Analysis) model is proposed to evaluate the performance of scientific activities, which emphasizes the relation between inputs and outputs. Finally, based on the proposed DEA model, 41 research teams in a university are evaluated as empirical examples. The results show that the differences of research performance among the research teams are obvious. Abstract

With the increase of investment in basic science research in China, it becomes more and more important to evaluate the performance of scientific research activities. Based on performance evaluation model, science research managers can explore whether each research team has accomplished the expected goals on time, and adjust the corresponding management policies based on the evaluation results.
