After that, we got the link failure rate of major subjects through different networks, and proposed the original idea of storage priority level to effectively establish the web archive of anti-plagiarism system. On this basis, we propose the solution to link failure and make detailed descriptions of its key technology----the evaluating method of storage priority of web archives.
